Survey results from an In-Stat research effort show that VoIP usage in the USA is growing and that Skype is number one.
Given how the researchers are lumping Skype in with Vonage, it's only a matter of time before Vonage and other SIP based VoIP providers, as well as the telcos start to ask the FCC to put the same E911 regulations on Skype since it seems everyone but Skype and eBay officials look at the Skype service as a phone line replacement.
I think a more logical solution is GPS chips in routers. Sure some privacy experts will disagree with this, but the ability to tie VoIP services to the router for E911 if done correctly will make this whole issue go away. This way the "access point" being used is traceable not the end device. That said, you still will run into the issue of mobile phone like devices in muni hotspots, but there triangulation technology will solve that issue.
If I was running Skype I'd be looking at alternative ways that make things safer for society, not just saying "what we're not" as a way to better defend their position.
