The Communication Workers of America, the union of pretty much all that is labor inside the telephone workers industry, largely associated with the RBOC's and national carriers of long standing have issued their position on the FCC and IP Telephony.
While they seem to say the FCC should make the rules, they want to place some control at the state levels, which is where they can lobby the hardest. Remember, everyone has a telephone company person as a neighbor and chances are one person's neighbor is another person's street level politician.
Don't be deceived, this is more about preserving the CWA's role, than about seeing VoIP grow. They want their people, and rightfully so, to still have jobs in the future.
