Google Voice can already connect to as many SIP end points as you want through Gizmo and on to MySIPSwitch. I have been doing this for a couple of years with my GrandCentral account. The MySIPSwitch dialplan can be programed in Ruby. And there are also lots more options if you factor in Tropo (Ruby version) for enhanced IVR and Asterisk/FreeSwitch for media.
