GIPS VoiceMail--Does This Mean Anyone Can Be Like Skype?

Let's see. Skype uses the Global IP Sound Wideband Voice Codec which is why it sounds so good. Now, GIPS has released a VoiceMail engine. If I layer in say Popular Telephony's Peerio platform which is serverless P2P and these two tools would that mean another Skype like service can be on the market? What I'm saying here is that you can expect more and more services like Skype to hit the market as GIPS is licensing to all comers. Teleo is another user of their Voice Codec.
