Tom Keating and Keith Bare both drew my attention to DingoTel
They are being rather cryptic about their efforts but clearly taking a shot at Skype with the line on their software page about P2P telephony where the say "The DingoTel™ Network allows users to connect directly to one another without going through a central server. Unlike other programs that use similar technology, DingoTel™ does not use your computer's resources for facilitating other people's calls. "
This is one of the points that Popular Telephony's founder Dmitry Goroshevsky has remarked about when he revealed via Om Malik's GigaOm how much of a security threat Skype could be.

I've been using Dingotel for internation VOIP calls for a while now, it beats the crud out of SKYPE.
