I'm not sure I would call $2 billion chump change, but that's what ZD seems to ask.
But read what Dave Dorman is saying and then realize, that sometimes, underselling and overdelivering is the mark of a smart marketer.

Dorman downplays 2 billion a year........Level3 would LOVE 2 Billion a year.........his chump change is GOLD to other carriers like Level3!
